H.R. 2740: Military Extraterritorial Jurisdiction Act (MEJA) Expansion and Enforcement Act

On Thursday, October 4, the House considered H.R. 2740: Military Extraterritorial Jurisdiction Act (MEJA) Expansion and Enforcement Act. This legislation amends MEJA so that United States courts have jurisdiction over all contractors operating in war zones overseas.

In 2000, when MEJA was first enacted, U.S. courts only had jurisdiction over those under contract with the Department of Defense. H.R. 2740 closes that troubling loophole. For example, Blackwater Security is operating under a State Department contract, raising jurisdictional questions about how to address alleged wrongdoing by their employees.

H.R. 2740 removes any doubt, applying the same standards to all contractors — as it should be. I voted YES.
