Statement of Congressman Mike Capuano Regarding the Passage of H.R. 3127: the Darfur Peace and Accountability Act

"The House of Representatives has strongly condemned the genocide in Darfur and imposed significant restrictions on the government of Sudan by passing H.R. 3127: the Darfur Peace and Accountability Act. This legislation reinforces the conviction of the Congress that genocide is occurring in Darfur with the full support of the government of Sudan. It calls on the United Nations Security Council to enforce its resolution to sanction those complicit in the genocide. H.R. 3127 also imposes sanctions on senior officials of the Sudanese government known to be involved in the genocide. It freezes assets and denies travel visas to these individuals and imposes binding language setting benchmarks that the Sudanese government must meet before sanctions are lifted."

"In the last three years, over 400,000 innocent civilians have been murdered in Darfur. Over two million more have been displaced. Women have been raped and terrorized and whole villages have been destroyed. Congress and President Bush have correctly characterized the horrific acts taking place in Darfur as genocide and we have a moral obligation to do everything possible to stop the atrocities. This week the House took an important step toward that goal."

"This bill represents the hopes and dreams of the world, for all the people who honestly care about human rights, basic human rights. Life or death. Freedom or slavery. The resolve of the American people to end this genocide is growing. That resolve is critical if America wants to continue to be the beacon of hope for the entire world."

Congressman Capuano is the Co-Founder and Co-Chair of the Congressional Caucus on Sudan. In February he traveled to the region on a Congressional delegation trip led by Rep. Nancy Pelosi. He recently met with UN Secretary General Kofi Annan and US Ambassador to the UN John Bolton to urge that peacekeeping forces be quickly moved into the region.
